Management of chemical environmental risks - Consultation Regulation Impact Statement
The Standing Council on Environment and Water has released the Council of Australian Governments' Consultation Regulation Impact Statement (RIS) on options for developing and implementing nationally consistent decisions to manage the environmental risks of industrial chemicals.
The Standing Council on Environment and Water is implementing three reforms arising from the Council of Australian Governments' response to the Productivity Commission's 2008 Research Report on Chemicals and Plastics Regulation. The key reform is the creation of a standards-setting body to develop national environmental risk management decisions for industrial chemicals. At present, there is no national body which brings the Commonwealth, states and territories together to make national risk management decisions to protect the environment against harmful chemicals.
PricewaterhouseCoopers (PwC) has been engaged to develop the Consultation RIS on behalf of all states and territories, as a basis for consultation. The Consultation RIS outlines three options for achieving this reform. The Consultation RIS process, which includes a national program of public forums, is intended to provide stakeholders with an opportunity to discuss key issues and provide feedback on the reform options. Feedback received during the Consultation RIS process will inform the development of a Decision RIS, which will be prepared on the preferred approach to delivering the COAG reforms.
As part of the Consultation RIS process, public forums will be held in the following cities:
- Sydney - 21 May 2013
- Brisbane - 23 May 2013
- Melbourne - 29 May 2013
- Hobart - 31 May 2013
- Adelaide - 5 June 2013
- Perth - 6 June 2013
These forums will provide stakeholders an opportunity to ask questions and discuss the issues and options identified in the Consultation RIS.
